1. Goal

(1) Develop Taiwan into a major contributor to research and development in the world's bio-medical industry.

(2) Develop the Park into an R&D center that attracts the world's top-notch workers in the fields of bio-medicine and related technologies.

(3) Develop the Park into a trendsetter for the nation’s bio-medical industry.

 

2. Strategies

(1) Actively build infrastructure to attract business.

(2) Actively recruit companies and promote investment.

(3) Actively promote the establishment of an incubation center to foster the pharmaceutical and medical apparatus industries.

(4) Establish related certification and testing platforms for bio-medicine.

 

3. Park Planning

In view that the Park has taken the mission of developing the nation’s bio-medical industry and pushing it into the world market, the facilities of the Park are being planned through a series macro reviews by carefully selected international consulting companies.

To ensure that the park has the best living environment, the government has actively promoted joint planning of the park and the high-speed rail station. In this way, the Park and the vicinity will grow together with top quality and functionality.

 

4. Park Development

(1) The overall development of park-related facilities is to be implemented by the Administration.

(2) To provide an incentive for private investment in the bio-medical industrial park, the HSR Station area should be simultaneously developed to include functions and facilities such as commercial services, residential areas, spaces for art and cultural activities, bilingual elementary and secondary schools and exhibition facilities.

 

5. Park Operations and Management

(1) The overall business recruitment and management of the Park are to be operated by the Park Administration.

(2) The incubation center will be initiated, planned and developed by the Ministry of Economic Affairs.
