Introduction and Features

Based on the development of bio-medical industries and biotechnology parks in other countries, Taiwan has adapted a model for bio-medical science parks. This will enable the seeds of research and development with high market potential to be verified in clinical trials and incubated into commercial products. In addition to the development of the Park, which is driven by medical centers in the nation, a shared research and development facility is being created for the industry, the public sector, academia and R&D personnel for medical- and biotechnology-related cooperative researches. This is a project that will bring the development of medical technology in the nation into a new era and realize the government's ideal for creating a nation based on the knowledge economy and boosting national competitiveness.

 

The following is the preliminary plan for the HBSP (Hsinchu Biomedical Science Park):

 

1. Base Location

The Park is inside 38.1 hectares of industrial land allocated within the High Speed Rail Hsinchu Station Special Project in Jhubei City, Hsinchu County. Hsinchu City is 8 km southwest of this location, and Jhubei City/Hsinchu County Government are approximately 3 km northwest. The County 120 Expressway to the north is the access road in the current stage. The park will be in the neighborhood of Jhubei Railway Station and National Highway No. 1 and No. 3. It will take only 10 minutes to get to the park from Jhulin Interchange (National freeway No. 3).

 

After the High-Speed Rail (HSR) begins operation, a nearby HSR station will cut travel time between the Park and Taipei City significantly. The HSR has links to the Taoyuan International Airport and Metropolitan Taipei to the north and Taichung City to the south.

 

The Park is in the neighborhood of several research institutions, including Taiwan University’s Jhubei campus, Chiaotung University, Tsinghua University, and the Industrial Technology Research Institute (ITRI), as well as the Hsinchu County Government and Hsinchu City. The Park, HSP (Hsinchu Science Park) and Hsinchu Biotechnology Industrial Zone (led by the National Health Research Institute in Jhunan) together will form a Biotechnology Development Belt, which will become an internationalized medical center and a  significant location driving Asia's bio-medical development.

 

2. Positioning

(1) This project is a major part of the “Challenge 2008: National Development Plan”. It is a flagship project for the development of the bio-medical industry, aimed at initiating new technologies.

(2) The Park will be a science park organized in accordance with the " “Statute for the Establishment and Administration of a Science Park”" and related regulations. It is a subsidiary agency of the National Science Commission and managed by the Hsinchu Science Park Administration (the Administration).

 

3. Functions

The Park is organized to be a Science Park for innovation as well as incubation of human resources. It will play a role as a city supporting the bio-medical industry and clinical trials. Other than the general functions of science parks, the Park will also provide other services, including planning of seed businesses, consultation for research projects (research facilities and human resources), clinical trial subjects, research and testing facilities, human resources, industrial and legal services and startup services. Business platforms, resource sharing, knowledge exchange and clinical trial services provided by The Administration will greatly reduce R&D costs for businesses and in turn increase the success rate, thus secure the future of the nation's bio-medical industry.

 

4. Plot Layout

(1) The Park occupies 38.1 hectares. The Park will be designed in a symmetrical layout with a central greenbelt, which will be distinctive and add to the atmosphere. It is expected to become a landmark for the area.

(2) The details of the overall layout will be further planned and the agricultural land in the vicinity will be provided for future development.
